As a general rule, ICT faces ongoing, rapidly-changing needs in terms of technical skills, such as in the particular software programs its workers must use and the hardware that programs must run on. It also faces a less-acknowledged but equally important ongoing issue in addressing its structural and cultural challenges in terms of its ability to entice and maintain a diversity of workers. Fixing skills mismatches while ignoring cultural and structural issues will not improve some of these key problems facing Australia’s ICT industry.

ITCRA and RCSA Joint Submission - Reporting of Taxable Payments to Contractors in the Building and Construction Industry Consultation Paper - July 2011

ITCRA and RCSA have submitted a joint submission to the Department of Treasury in response to the Reporting of Taxable Payments to Contractors in the Building and Construction Industry Consultation Paper.
Julie Mills, CEO of ITCRA, says that although building and construction is not a key focus for ITCRA, Members of the Associations’ joint Independent Contractors Working Group believe that these changes could have a flow-on impact to the ICT sector. Moreover, she said, “If the Government’s proposed changes are implemented, they would affect other sectors of ITCRA Members’ businesses.”
Ms Mills said it’s vital to recognise the importance of equity and sustainability within the Australian economy.
“The scheme proposed by the Department of Treasury imposes a disproportionate cost upon business to collect information that could and should be collected by the Australian Taxation Office. Any new obligations, should they arise, will result in massive increases in reporting costs and significant time implications,” said Ms Mills.
“Our joint submission recommends that on-hire worker service payments should be exempt from reporting, given that Australia’s existing taxation legislation requires on-hire firms to withhold PAYG tax from unincorporated independent contractor payments defined as ‘labour hire’. This effectively means that the need to report further on such payments would be an unnecessary impost,” she said.
The joint submission from ITCRA and RCSA states that both Associations are keen to work with the Australian Tax Office to develop a more workable solution for all parties and acknowledges the willingness of Treasury to undertake an open discussion via this submission process.
As part of the ongoing consultation process, ITCRA and RCSA representatives have been invited to participate in consultative forums held by Treasury and the ATO. These forums will discuss the implementation issues associated with the Reporting Taxable Payments measure, particularly with regards to what is to be reported and who will be required to report.

The data from the survey in 2010 was vigorously discussed and, as more Members join the survey, it is expected that the picture of how the industry remunerates and benchmarks itself will make this report an essential tool for all Member companies.

Critical benchmark findings from the survey indicated the following:
Staff Retention
Staff turnover was on average 21.5% with an interquartile range from 10.4% to 33%.
If we consider general industry then we observe that long term trends in turnover are between 8% to 14%.
Pay Design
The report suggests organisations should review their incentive program to ensure that the performance hurdles are appropriate and that they are broad enough to cover both financial and non-financial targets and that there is flexibility as the market changes.
